The L.A. Fire Department’s longstanding helipad requirement for all new towers didn’t just produce a monotonous flat-top skyline. It was also emblematic of a city that has always been deeply ambivalent about tall buildings and their place here. With the helipad requirement scrapped, and towers like the Wilshire Grand/Korean Air tower under construction, will that change?
