He wasn't beat by children because he came back 27 years later and in the book he returns when they're adults but Pennywise only fears the turtle. It's the turtle that makes an appearance in the very start of the book and he gives the children wisdom to combat Pennywise, in my opinion the Turtle is a representation of God and Pennywise is Lucifer the devil. The book is incredible.

Freddy is Truely unbeatable. The guy is already dead and can kill you wile you sleep and in that dream world he basically makes all the rules and can change locations situations and advantages at will. Even if you pull him out of the dream to kill him which has happened 3 times in the franchise he simply just goes back to hell with his dream powers again.

With Michael Myers how powerful he is depends on the continuity. In the original film and the current continuity of the original, the 2018 film, Halloween Kills and Halloween Ends he's superhuman and hard to kill but can be killed, in the 4-6 and H20 ones he's supernatural and unkillable and in the Rob Zombie remake and its sequel he's a normal human.

Since you alluded to this not all being full slasher villains but those whose films are horrific enough, I would say you missed the most powerful horror villain of all time. Damien from The Omen. While he doesn't necessarily do the deeds himself, he essentially has direct influence over all the deaths within the franchise... with characters going so far as to see the demise in advance and still being powerless to stop it. Additionally, unlike everyone else on the list, Damien succeeds in virtually all his goals.

Pennywise and Freddy (but especially Pennywise) lose points in my book for requiring fear as a source of power. If you aren't afraid of them, they're easily beaten. Candyman might be the most powerful, but he isn't interested in taking everyone out (haven't seen the sequels). Pinhead, Creeper, and Carrie all have good claim to the top spot. Carrie obliterated her school with a thought, and that's without having any control, although her body is still human and vulnerable. Creeper is an insane powerhouse but is strictly a physical form and doesn't have the reality-manipulation powers of the others. Pinhead is debatably restricted by the puzzle box, although the sequels play a bit fast and loose with the rules - he's also overpowered by the villain from Hellraiser II, but that guy is boring and not worth talking about.

Chucky is also no joke. He can literally be multiple people at once since he's discovered how to inhabit multiple bodies at once whether it be a human body or the traditional doll. So yeah Chucky is more powerful than Wicked Binge gives him credit for.

I believe that Samara Morgan is being herself in her ghost form. She speaks (very very vew words) in all movies, so she can communicate. And her past indicates she was scary and dangerous as a child, killing all those horses. I don't know how much you valued sequels, but she seemed pretty much in control of her free will in the third movie Rings, and not that much limited by the tapes rules, since she can alter the rules from afterlife for her own agenda.
