Warp reality isn't a teleport as "go where you want", you don't send a tzeentch unit away from the wizard. If you cast it, a tzeentch unit is brought back 9" to the wizard who cast it.

Can a hero with a khorne mark give the khorne command to any marked unit or is it just khorne marked units recieve the command?

The Khorne command ability can only be given to Khorne marked unit. Same goes for any of the other command abilities! Great question!
