Tempernoi were a bit like Nothingface, Mudvayne, Onceover, Syx, 22 Even, Etched In Red, Twin Method, Centox, Breach Of Trust, Endface, and The Sammus Theory. It's pitch-shifted down dramatically low. Countless ways it could have been done. Pitch shifting is built into units like the AxeFX, Helix, and Quad Cortex. It can be achieved with pedals, plugins, etc. That said, it sounds to me like they used a guitar actually tuned to double-drop-B on High Water. This is basically the lowest practically achievable guitar tuning currently. Andrew Baena has a video or two about that tuning.
