R1,R2,R3.... are Adjustable by Resistance type Starter, At the time of motor start, with value of Resistance is high ( max )( in series of rotor ) , at the full speed means in running condition the value of Resistance is zero ( short), This Resistance (specify by ohm and watts ) value is dependent on power of motor . Means capacity of starter ,
