Thats disgusting and for a sparsely populated country like Namibia building proper houses for those poor souls shouldn't be that much trouble

With whose money? We're talking about a third-world country that's doing quite a bit better with its limited resources than most similarly situated countries. Take a look at some of its basket-case neighbors for comparison.

"Barely half an hour's drive from the city center" in a city of 400,000? Jeez, that's a physically big city for such a small population. When I lived in a city about that size, a half-hour's drive would have put me well out of the city and into farmland.

Yes, Namibia has a poor income distribution and an unemployment rate slightly over 30%, however, its infrastructure is rather developed for a nation only consisting of around 2.3 million citizens. In addition to that, about 90% of Namibians have access to healthcare, free education on primary and soon secondary levels with a very transparent government and and effective working economy. The slums depicted here are merely a result of extremely high housing costs caused by an influx of Angolans bearing US dollars, but even that is being stopped by our governments mass housing projects and very soon into the future our status as Africa's most clean nation will be secured! The slums, really nothing to worry about. Seriously, you can't even call that a slum.

Ah yes, and the population of the capital Windhoek is roughly 350 000, not anywhere near 400 000 yet.
