How is the concrete not contaminated on the first poor when the pipe end is sitting in the slurry?

After the tremie pipe is lowered to the base there is a plug inserted first, for example a rubber ball. The tremie pipe is then lifted slightly and the concrete poured on the ball which pushes the water out of the tremie pipe. The ball then returns to the surface of the support fluid.
