Well, at least according to the wikia and the mangas bonus pages, Usagi is not the shortest of the group, tough she's not the tallest either. That was an anime/crystal made change to make people relate to and like her better, or so they say. Her actual height would be about 1 or 2 inches taller than Minako (Venus). Also, in the manga, the Sailor' transformations make some physicall changes to the girls, such as increasing their height a bit and making their, assets, a bit bigger. By the time the transformations are done, Usagi is supposed to be the tallest of the group to single her out as the leader, returning, along with the other Senshi, to her normal height after the transformations come undone.
