They could've said it was a misprint on the ticket and it's one per customer. Happens a lot. Chances are the supply chain manager at BCBS would just accept it if there's a good rapport. You do risk pissing off the client but a lawsuit is kinda unlikely. It'd be a shaky case that would cost BCBS more than half the paper cost.

That’s why fine print and terms exist. I agree with the other comment that a lawsuit is unlikely, but just covering it up afterwards would nonetheless look really shady for DM which is struggling as it is.
