I remember Democrats going on about the hurricane response early in his first administration. It could have been better, but they quickly got 12 billion in aid to PR in a year when there were 3 major hurricanes in short order. Cruz was turning it into something political, not even meeting with FEMA and later reports of full warehouses of relief goods not being distributed and then there was Ortiz-Vélez misappropriating 3 million dollars of relief funds. Ortiz-Vélez got arrested over that one. A lot of PR problems are their own by pathetic leadership combined with a couple Depression Era laws that need to be changed (namely The Jones Act).
