KinglyPeasant this is probably because both Meggy and Saiko come from worlds different from Mario's world. Meggy is a hot shot from Inkopolis and Saiko is an alternate Monika from DDLC. Since they are from different worlds, their skills and badassery allows them to be pretty much on top of their game in Mario's world like how Meggy is overconfident in her shooting abilities and Saiko has almost everyone in Mario's world afraid of her.

And since the Valentine day video, people are afraid of her and as sort, treats her like a psychopath. Making her sad and angry all the time.
