The reason why shroomy never even bothered to inspect the mushroom to see if the mushroom was safe or not was because waluigi used his charm to mind control him so even if they intended for waluigi to never be a part of the virus it is still entirely possible that waluigi manipulated shroomy because boy scouts are supposed to know which mushrooms are safe to eat and given that shroomy is the leader of the boy scouts he does know but waluigi mind controlled him so either way it was always meant to be waluigi who caused all of this.

Funnily enough, this episode was kinda the exception at the time. People were complaining in 2018 about an overreliance of Gmod and lack of Mario 64 because most 2018 episodes relied less on SM64 relative to earlier years. This episode here was a weird exception where the first scene is almost entirely SM64-based and thus feels a lot like a classic episode, I don't know why Luke decided to do that but I'm glad he did. In retrospect, 2018 still had a lot more Mario 64 than the series does now, but at the time it seemed noticeably less.
