It's just a practice. Draw more, more, more, learn drawing everytime you draw and you get better.

Try drawing using quick strokes if you haven't already ^^ and don't be afraid of overshooting - you can erase mistakes later The stabiliser is also a great tool!

i think your best bet should be PaintTool Sai, because it at least has some form of vector in it for you to use. but thats just my opinion, you should really just try both out and see what works best for you.
