These guys are allowed to cheat in many sorts of ways. They've been recognized as the glitch finders, as long as they post the videos after the glitch is fixed. Reporting them won't do anything, unless they use it for Ranked.

I think it has someting to do with juggernaut teleporters temporarily unloading your model since it only seems to work in slash (from what I can tell since it's only slash footage). maybe there's a way so somehow cancel the teleport early

@@slimeblue4873 Go through the juggernaut portal, and while you're in the electric form disconnect from the game. When you relog your model will reappear in the spot you were at, but you yourself can move around anywhere.
