I didn’t know what it meant either but if I had to assume, I think bandwidth (from googling) means “the energy or mental capacity required to deal with a situation” so I think in this context, the meme means that to resolve the work problems, just communicate. I hope that helps a bit

It has to do with WiFi and internet speed. Like how fast a website or video loads depends on the amount of bandwidth. In this context I think it means that they are slowing down the internet speed with how badly they communicate? At least that's how I understood it.

It's a business term. It means the capability to do multiple, simultaneous tasks at the same time. The greater a person's/team's/company's bandwidth, the more they can get done in a fixed amount of time. So in the context of trying 'to fix the bandwidth issue', they mean 'how can the company make sure they have the capability to do all the work they plan to do, without overworking people and also complete all the work they have planned at a high quality.' What can often happen, is that more work is planned than the company has the _bandwidth_, or in other words, the capability of actually completing. The HR guy is suggesting, that maybe they could still manage to do more work and still get it all done well, if they communicated with each other better to make sure that's achieved. :)
