Easier than you might expect; social security numbers are not random. If he knows the code and where and when people were born he might have a decent chance (assuming they weren't all/mostly born in the same place, anyways). First three numbers are where you were born - low numbers in the NE, high numbers in the NW; next two numbers are ordered by time for that region; and the last four are also ordered by time within the middle set.

SSNs aren't just assigned at birth but also to people who become US permanent residents. @@LangyMD That’s really interesting. In Norway we call it our “birth number” and the first 6 numbers are your birthday, the rest is random, I think? So the first four are dd/mm/yy, so you always know the start of someone’s number if you know them. We do have less people, and I think a lot of countries have different systems for it, but I just never thought about how they’d be assigned in other countries
