i have been hit by purges like that before. It depends on the location of the foundation piece that the purge has made as the target and if the NPCs dont have ground access to it they will simply spawn there. Purges are buggy like that due to how NPCs cannot swim or climb.

They can swim, had them swim right under a draw bridge, while the thralls stand and watch afraid to get their toes wet!

I'm bored with purge spawning on roof so I create my own purge by spawning NPC myself: I test my defense with 5 cimmerian berserkers then 10 then 15 etc, etc. it often end up in a 20 vs 20 melee and my ps4 doesn't follow.
