Primal is better at stalling in my opinion with short stuns and knockback. Either way they're both great stallers. But again knock back is great Of course don't forget primal low fire rate the balance it. Scratch that At a low level primal pea shooter is better but a high levels I would prefer snow pea One last thing to remember is stalling zombies causes them to build up in so maybe a plant with piercing or area damage can be very useful. Let's say laser bean or melon pult

The best complimentary plant for ice pea is electric pea. Actually electric pea goes better with primal pea because primal pea can knock them back and in return the zombies will take more hits from the electric pea. Cactus would be really good too.
