It takes a lot of energy to melt ice. When you hit it with water, even boiling water cools very quickly. You'd need to use nearly as much boiling water as is frozen in the ice. Even worse is trying to use a blow torch. There was an episode of Amazing race where the clues were frozen in giant blocks of ice. The contestants had a verity of tools to get the clues out including great big propane torches. One idiot who thought he was smart but had no understanding of physics was convinced the torch was the fastest way to get the clue. They got there an hour ahead of everyone else and refused to listen to his wife who wanted to use the ax. Then another team arrived and chopped into the block and got the clue in 5 minutes. He then blamed his wife for the delay.
