I would say it depends. If ur already a high level and have a lot of guns, black ops is cheaper and you spawn in quicker so that might be better for you, but if ur a low level, HECU comes with a really good gun called the MP5, and a turret or a medkit depending on what class you play, but they take longer to spawn in since you have to wait on a helicopter. They are also more expensive and are only available at the beginning of the round, while black ops are available at the end.
