To my knowledge that was more so the debt they accrued trying to pay them of, which is technically not the same thing since they also had to pay intrest on the loans. The first round off reperations was "paid off" before ww2 even started.

If you're thinking about playing Millennium Dawn, fair warning, it has a bug right now that causes a random CTD to happen. It's a pretty rampant bug, your chances of getting it are a lot higher then not getting it, play at your own risk.
