For those wondering, the reason why you'd want a mix of 4-1 and 4-0 snipers is because of how Cripple Moab works. Cripple Moab triggers every time the sniper fires, so if you have snipers firing at different speeds, you trigger the Cripple Moab at different times, allowing you to stun moab bloons for longer. Also a good idea to have them set to different targetings (mainly first, last and strong) so the cripple effect can apply to multiple different moab bloons instead of one.

It’s like a glitch you do with your mouse. You use a tower that ur about to place down but you click bloons with it and it gets stuck on infinite eco lol. I’ve never done it tho.
