Getting physical is dangerous. Drunk people are dangerous. Most people don't want to have to risk getting into a wrestling match with an unpredictable drunk if they can get them to comply without having to do so.

Im not sure that would really help, but I thought the penalty was much worse then it is, I saw a case where it was a 9 month suspension and $1000 yesterday. I would say increase the monetary cost, at least a year suspension and then only with a interlock device and and a couple years probation.
