I think that Anby used to be Soldier 11 comrade. Remember, Anby actually not her original name, it was given by Nicole so she probably used the name like Soldier 10 or 12 before she meet Nicole. The reason why Soldier 11 hate traitors so much because Anby became a deserter at some point. Hell, they're even share the same trait, they both speak in monotonous tune, fighting style almost the same, they even passionate when it's come about food (like Soldier 11 love ramen while Anby love hamburger).

Based on the lore, Anby was adopted by Nicole after she found her in the ruins of the old capital hence her name, Anby Demara while S11 disregarded her past which can contribute that they may be related to some sort. from the cinema, S11 got red eyes while Anby has Amber eyes. Their fighting styles are much alike and Nicole said that when she found Anby she was already skilled in combat that's why she made her join her group. Their preferences are very much different but both lack common sense as Anby mixes 'Movies' to reality while S11 mixes her 'Soldiering' to her daily life. As per wiki, there's a voice line where Anby coaches S11 and gives her advice.

Its honestly hard to tell if they are either clones, sisters or former comrades. My headcanon is that they were kinda going through their own Spartan Project thing and that project kinda fell through but Soldier 11 decided to stay while Anby either went AWOL or was allowed to leave. The two having very similar gear, weapon and fighting style and Soldier 11's trailer and her dialogue in her Agent Invite quests proves that they knew each other at one point but were seperated. Hell, Soldier 11 is given ALOT of freedom to do whatever she wants so its genuinely hard to tell if she was forced to stay or if she decided to stay OBOL Squad

Zzz's channel released a soldier 11 lore video. It was short but in the video It shows that in the midst of a very dangerous situation 11 was remembering Anby's advice/ teachings and at the most crucial moments in the jp version she said something along the lines of " I got my own way of doing things" which leads me to believe that 11 is Anby's clone but still has Anby's memories in her, despite this she wants to be her own person and not just a copy of the original. Both are probably some type of similar humanoid weapon or something. Anby with a more methodical and calculated approach and Soldier 11 with more humanity in mind. I'm not sold on them being related yet, I AM in the clone conspiracy camp though, but I do think Anby was at least a superior that Soldier respected a great deal. There's dialogue where you mention how she sounds like a Drill Sergeant and Anby says, "Yeah, I did something like that before." I think Anby and Soldier were in the same unit, but Anby may have excelled and rose in the ranks faster. She took on a mentor like roll to Soldier, who may have been subpar or just downright bad. That's why their fighting style is similar, because Anby took her on under her wing. Something then happened that shook Anby's faith in the military (seems to be mass causalities of civilians going off the main story dialogue) and she defected.
