@Alexis Powers Well, technically, the reason Bakugo bullied Midoriya was most likely because he truly believed at that point in his life that Midoriya was inferior to himself due to the fact that Bakugo had a powerful quirk and Midoriya was quirkless. Bakugo received lots of praise and compliments for his powerful quirk, which led him to become arrogant by the time he got to middle school. This paired with the temper he inherited from his mother created the Bakugo we know, however he has gone through a lot of character development. But then again, this is just what I think and you don't have to agree with it.

It may be possible that the quirkless population is congregated somewhere or that Japan has less than other countries. But quirklessness is apparently treated as a life altering disability, the inability for a quirkless to do anything is apparently set in stone. Which isn’t how 1/5th of humanity should be treated. Nothing on Earth deserves to be looked down upon until they warrant it, such as by doing actions like murder or rape.
