I was confused at first, as Video is a bit confusing, so I read it from IGNOU and this is word to word from IGNOU, for others who might need it Theory of Elites In all social groups there are some people who are far more intelligent & capable that others. It is these people who becomes elite in any social group or society as a whole. Pareto many times failed to distinguish between Elites who inherits status(hereditary) & those who achieve it. (this was the confusing part) However, Pareto is clear about the fact that in case where the majority of elites have ascribed their status (inherited / hereditary) that society will be led towards degeneracy.

Ohkay so What I understood is that V Pareto in his Mind and Society 1935 claimed that personal qualities separate the minority rulers and the ruled majority. So later on the basis of this he gave the concept of circulation of elites through Lions and foxes and how foxes replace lions who lack the imagination and cunningness.

You said that hereditary elite are good for society. But sentence is society degenerated when elites occupy status due to ascription. This is contradictory. Please clarify.

5:40 “Society degenerates when elites occupy status due to ascription” is written correctly but explained otherwise in the lecture, I guess. Pareto conclusively says that if elites keep occupying status on the basis of ascription(inherently) only then the society will keep on degenerating. Correct me if I got it wrong.

Yes, Ascribed status literally means status ascribed by birth, So ascription based should mean hereditary status.

Circulation of elite is something in which the non elite by their knowledge and some other art come in upper class or in the elite one and the elite one will cone to the lower strata.. This is called circulation of elite.. But u have said the the circulation is done the elite strata. Plz help

I had the same doubt, I think This video is a bit confusing, so I read Pareto from IGNOU, and it was clarified What you are saying is right, but incomplete. Circulation of elite means that there is a certain class of people in top strata within whom the qualities of Elites revolves, but that doesn't mean it becomes hereditary, It is referred to a Class of people not the Family of people. But what happens is, heredity corrupts the system, and this leads the system towards Degeneracy, This is when new people replace old degenerate ones. Yes people from lower class can come to upper class in an open society, but they have to put a lot of effort and should have those qualities.

I think Sir has interpreted this video in other way, Because I am reading this part from IGNOU and it tells it differently and that explanation is better for Pareto I think. It says - "In case where majority of elites occupy their status not due to their own achievement but due to inheritance from their family, the society becomes degenerate"

Shrankhala Jain both stand true depending on various theories. Circulation of elite would ensure that elites stay in power whereas Mosca allows anyone with requisite skill (e.g. organisational skills) to become a part of elite.

But Pareto is in full support of this theory.....so he says that elite ke andar hamesha hi acchi qualities hongi .....to agar vo ascription se elite ban bhi Raha hai , to Iska MATLAB ki vo poori Tarah se kabil hai isiliye ban Raha hai (na ki sirf ascription ki wajah se hi Uske Bana Diya hai) Ye Pareto ne support me likha hai elite theory ke(kyuki hum aksar ye dekhte hai ki raja Ka beta hi raja banta hai ,Pareto ko is theory Ka support Karna tha to usne ye keh Diya ki agar raja Ka beta kabil ho to use bhi raja banaya ja Sakta hai).....
