The game is Black Desert Online, it is an absolute dogshit MMORPG, and Vigor was enhancing the weapon to PEN/+20 (max enhancement). Enhancing/upgrading gear in BDO is purely chance based and failing an enhancement drops the enhancement level so you have to enhance it all over again back to the level you were at and then attempt again and **each time** you fail it also lowers the maximum durability. So the more you attempt and fail to upgrade the weapon the more resources or likely chance of having to get duplicates of the weapon (and then enhance all of those up) to enhance to ensure it has good durability. Vigor had a 5% chance of the weapon upgrading from +19 to +20, and it happened which is really rare. (I don’t know how many attempts he already made so it might be in good durability as well.)
