Why paint them if they are being covered? Does it wash off

Because the shade of the base colour tints the chrome. And wen you seal it with the right type of top coat (usually a led cured non tack gel top coat) it doesn't wash off. :)

It gives the holographic powder a colored tint, you can do it without painting them. And the powder gets covered by a top coat so it has the life of any other polish

I think they do that because the polish they use has a tacky finish so for the chrome to stick have to buff it off.
