IT IS NORMAL.( Called Capacitive Coupling the voltage value should be exact half around 115VAC +-) Temporarily short inverter earth with neutral.( Do not connect it for long if wapda find it out than they will fine you) Check this earth wire with clamp meter the value should be near zero. If this is the case than just do bore and earthing.

This is called induction voltage you must provide DC earth to solar panel, frame and inverter problem will be resolved.

Sabse pehle dp open krain ore bari bari neutral wire check krain phase reverse to nai aa raha. Neutral common main masla ho skta hai ya phir phase wire dp ki body k sath short ho sakti hai.

or just connect inverter negative wire to wapda negative together see if fault go away ,, i install my own solar system i have single wire wiring and connect inverter negative wire to wapda negative together then my solar inverter work it been 2 year now
