So when doing my chart should I go by my universal time or local time

In Western and Vedic astrology, the Ascendant changes degrees every 4 minutes. In BaZi, the challenge is that in a lot of places, people are recorded as having been born at the top of odd hours when the hour pillar changes signs. For example, my mom was recorded as having been born at 5 PM during daylight savings time. I used Vedic astrology to rectify her birth time to 5:03 PM, based on events in her life. However, in BaZi one can still get a very accurate reading even without the time of birth, thanks to the Day Master being "central" in the chart.

I do understand where you are coming from. However, how I see it is that the positions and the movement of the heavenly bodies (the planets, the stars) is a given, while the concept of 'time' is rather a manmade concept, is it not? How would you classify those who are born right on the hour or like a minute or four before or past the hour? Thank you a lot, Dato.
