I agree with you that NCERT Chemistry has lot of errors (conceptual type apart from printing errors) The book you are showing is not NCERT book. When we say elements we mean only non-radioactive elements that is majority of elements - and such elements' atoms are indeed stable. Rutherford's model could NOT explain the 'stability' of atoms (of normal non-radioactive) hence it was rejected. Yes NTA should frame questions with more clear sentences. In summary, your remarks are misplaced.
