I actually realized this recently, but it actually wasn't Widowmaker's fault in this short. If you look at 3:06, Widowmaker is actually using her Infra-red Sight, and that Volskaya is behind the wall. From Widow's position, she had no opportunity to do any lethal damage. She could've shot her arm at 3:07, but it would be unlikely that that would've killed her.
