1:10 it's called immobilisation in the other games, so u can't move but can do anything else. That's why his hc says it stuns and silences at the same time, so the enemies won't be able to atk, but the atk will not be interrupted cuz of the stun.

Yes Stuns cancel supers, movement and attacks Otis normal super cancels attacks and supers Otis hypercharge cancels attacks, supers and movement, but not supers. Its actually kind of unique of Otis to have this stun

Nothing new happens, it's just like as if they picked up a regular Ruffs power-up, unfortunately. It pairs really well with brawlers that have hypercharges that are hard to get in a match, but much less useful with brawlers without hypercharges
