As it says in the description, it is an admin loco, so the admins spawn it wherever they want to. There is no actual spawn button though. Thats for commenting ;)

as a Dev myself, I just make an admin sheds for me n' my buddies. we have troubles placing our engines on the rails so ¯\_(ツ)_/¯
