Dio's physical body is nowhere near Goku's strength. However, Goku needs God Ki to surpass Time Stop techniques, and Dio uses those for pretty much everything. So Dio would only lose to Goku's God forms. Ultra Instinct is just overkill. Even Heavenly Dio would be clapped by UI Omen Goku. The limits of MUGEN are very clear: they aren't designed to show an accurate battle between such different opponents.
