So, for everyone, here name's song and genre: This is a soundtrack originally russian called "воскрешение" by "ппк" that translated it's Resurrection by PPK, and belongs to the genre called "Sovietwave", that it's a mix of the vaporwave and the sounds and struments used by russians artists in USSR. And the whole meaning of this music genre is to rembember the great progress during the Cold War to reach the space by USSR and USA, but as we all know in 1991, when USSR fell, USA too stopped his race to the space. When your enemy is defeated there's no more need to show your muscles and power. And so all the research for the space had an slowdown, that's why this genre it's often called "A future that we never had."

Even though most sovietwave melodies create a nostalgic feeling about bright idealistic future that one never had, I think that most artists don't follow common composing techniques that are close to vaporwave e.g. sampling/looping/slowing down. Sometimes you can hear samples borrowed from soviet scientific movies or radio broadcasts, but they are mostly used to accompany the main (usually synth based) theme and are not used "as a method" of composing. To a large extent sovietwave consists of retro/synthwave-like original motives that utilize the original sounds/samples of soviet synthesizers, and imho thus is more close to retrowave aesthetics rather then to vaporwave.

I have heard this song. Backstory: Most will probably know it as the “Sovietwave” song ResuRection by Russian trance duo PPK released in 2001 that was a European hit. It is sampled from the music of a Soviet drama film called Siberiade, a four part epic telling the story of the Soviet Union through the perspective of two feuding families reacting to the changing times in remote Siberia. Well worth a watch if you can find it, the whole thing’s on KZbin I think.
