You're telling it wrong. You have to lock-on Sonic & Knuckles ónto another copy of Sonic & Knucles, and THAT you need to lock-on to Sonic 3.

Why has Eggman never gone super? There have been multiple times he has had all the emeralds and never once did he try to give himself a super form like sonic. It is possible for multiple people to go super using the emeralds. Heck, in Sonic Adventure, we found out that the emeralds powers can be divided into negative and positive energy’s. Sonic absorbs the positive energy and chaos absorbed the negative. Couldn’t Eggman theoretically do the same thing Chaos did? Yes I know Eggman went “Super” in the movies. I am only talking about game cannon here.

Because Eggman represents order, the antithesis of chaos. Symbolically, it just wouldn't make sense. Eggman controls the emeralds and their chaos energy, just as he did with Infinite and the Phantom Ruby (which judging by the fact it made the Hard Boiled Heavies go insane, is definitely also chaos-aligned). Not to mention Eggman's goals usually involve creating some form of order, even the "interstellar amusement park" was all about controlling the wisps and their hyper go-on energy (which is also pretty clearly chaos-aligned). Sonic on the other hand is a free spirit who fights Eggman's order for fun. Shadow is a rouge agent, Tails believes in Sonic's freedom and... Actually I'm not really sure how Knuckles fits into the chaos alignment, his goal in life of protecting the master emerald seems order-aligned but it always puts him at odds with Eggman and eventually he started abandoning the thing to help and hang out with Sonic. Metal Sonic is obvious of course, he's a copy of Sonic and because he's a little _too_ perfect of a copy, has rebelled against Eggman on a few occasions but I'm not sure about Mecha Sonic, being a lesser copy who hasn't rebelled against Eggman, though he was never really given a chance, being quickly replaced with Metal two games later and all (also any timeline that tries to put Sonic CD before Sonic 3 is wrong)

The man simply doesn't like getting his own hands dirty,otherwise he could have invented some kind of device that just makes him at least super powered by the chaos emeralds and just deal with Sonic and his friends with his own bare hands which actually would look pretty funny unless they obscure his own shadow and we can see only the Eggman smile logo he plasters all over his own machinery

If the player was Dr Eggman, then I imagine that Sonic would be the final boss with his second phase being Super Sonic and his third and final phase being Hyper Sonic. If you can defeat Sonic and all of his forms both the base and more powerful Super and Hyper forms without running out of lives while playing as a Dr Eggman you win and get this ending.
