Hey please read this!
This a set of clips recorded by the dolphin emulator to show the Scrapped for Sonic gems collection. This is not possible on real hardware since I am injecting the roms by HxD aka hex editing. So these games are being injected by RAM memory in Dolphin and will lost after exiting the game. (Thanks to Trickytex for showing me this). Most of this video is edited, but this is injected into the Genesis emulator that Gem collection uses. Heck, you can even inject game gear games using the same methods. As a small note, is that I got the unused title screen images to load in-game from Sonic Retro there will be a link to that. (Sadly, I didn't get the names of the games to change but oh well.)

But to theorize why Monster World 3, Monster Lair, and Monster World 4 were scrapped. Most likely I would think it would be a rights issue with Westone since Westone did come out with another Wonderboy collection sometime afterward. I do think that injecting the Wonderboy game into the emulator used here might mean this is a different emulator when compared to Sonic Mega Collection. Plus, likely that the emulator was adjusted for Monster World 4 sound channels. That means these games were removed late in development. I say this since when injecting Monster World 4 into any game within Sonic Mega Collection the sound channels are buggered and will give some of the worst things you'll ever hear. But does support the idea that these games might have been a late removal to Gem Collection. Oh wait, I'm a fool I realized and remembered there was a Monster World collection for the PS2 that dropped after Gems collection. Whoops.
Forgot one more thing, I did not cover the games that are already in the Japanese version like the Streets of Rage games or Bonanza Bros.
