It is because this is a race between Sonic and Metal Sonic and for the timer on 12 seconds is a reference to the 2 player VS mode when Sonic or Tails has to go to the Goal Plate after the other player went in it for 60 seconds. The drowning music will begin for 12 seconds and the player will die.
