I like how Eggman is a frenemy at this point. Given all their history, Sonic, like Mario, invites Eggman to races, and sports. Even to talk like this on a podcast. But, there’s plenty of moments that remind you: Eggman doesn’t get off quite as easy as Bowser. At least, not when Shadow, Silver, Blaze, and others are involved.

If you mean the knuckles in the official comics, cartoons, and games. Then no, he just has spikes on his hands like many/all male echidnas in their universe. Not sure if the gloves/mittens are padded or not (the spikes appear to be covered in fur/skin and not basically horns/claws on the back of his hands... or they'd hardened mounds of fur. Hard to say), but the spikes aren't part of the gloves. The police comment is just an expression to say he's very unwilling to go through with showing his bare hands in this ask blog. That's what I heard/saw on the subject.

This is why Sonic wants every villain to be free in the IDW comics (which are canon btw). Bad guys always waste their lives doing awful things instead of using their time to create something good and useful. Eggman is obsessed with Sonic, he keeps wasting his time on robots and evil plans. He always fail. What does he want? Take over the world? Yeah, good luck with running an entire planet. I don't think he realizes how hard it is. Sonic is just 15 and yet he has achieved more than him. Because Sonic is free and his mind is clear. But Eggman is just a slave of his own mind, he isn't free. He always does the exact same thing every single time due to his tunnel vision. He definitely has better things to do but he's blinded by his ego.

Eggman, I think, has his evil agenda in the classic era, being a tyrannical super genius of a madman. He built the freaking Death Star of their universe! In the Dreamcast era, eggman summoned the god of destruction, and almost didn’t know what he was doing with his schemes after that in the other games. His helpers kept turning on him. In the Modern era, right now, Eggman has come to terms to realize that he can just be basically an actor as a villain while still fighting Sonic in the games. That’s why the cast picks on him but still loves him in a worker-buddy way.

Knuckles' knuckles are actually giant knuckles that are spiked without the gloves. You can see it in one of the Sonic the Hedgehog comics (I forgot which) that features Knuckles waking up before he puts his gloves on.
