Boscage can still spawn those tree pillars right in front of you, regardless of how far away from him you are. Plus, he gets a temporary shield for running into his own tree if he’s in 2nd or lower. Boscage is a constant threat throughout the race no matter where he is, so I doubt Thorn is stronger than him in that way. Thorn’s hammer attack is a potentially strong mini-boost but it’s clearly hard to actually hit anyone with it and that slowdown at the start could screw your self over if mistimed or leave you vulnerable to attacks from opponents behind you. However, using her hammer in combination with her main boost will make her comeback and outpacing abilities potentially as strong as the Werehog’s. So, if anything, Thorn might basically be a Were-Boscage in skilled hands.
