I'm a Muslim but I still agree with Sonu Nigam that if there are so many non muslims in the area then Fajr azan can avoid using loud speaker. People can still put an alarm on their phones if they want to pray. Islam doesn't allow causing disturbence to non muslims. Other times you can use loudspeaker when you want. He is only complaining about quiet hours.
