I know this was a year ago, but this is due to auto-compression, where software tries to prevent audio peaks from distorting while simultaneously boosting very weak volumes in an attempt to keep everything even. Unfortunately, when used excessively, this is the effect, where it sounds like someone is wildly turning the volume knob. I don't know if it was due to the uploader's conversion software, something about KZbin's sound processing settings, or something else.
