Is that only my feeling so or is the battel speed on JP server higher?

Nah, I would consider this to be slow, much slower than Global/KR due to the ping usually be on 100ms+ for me at that time. Even for today's standard I'd say JP is still slower, but then again I can't say anything due to my high ping .-.
