At first glance, this is going to get prohibitively expensive with exponential cost increases, the challenges along the way only get more intense up to the point of bordering on the impossible, and it will somehow manage to be a colossal ecological disaster, and the countries involved will bicker over it forever. On paper it is a great idea though. The first country to connect the ocean to a neighbor will determine the trajectory, so if Peru and Bolivia can et it together for that end, that would already be a big breakthrough in the project. Chinese funding often comes with strings attached, you have to buy their technology but alas their infrastruture tech is not worth buying, so they will be better off without. I think this project needs a viable purpose beyond the transport/tourism aspect, like clean energy generation, recycling/waste systems or an eco corridor.

That's a lot of claims with little evidence. Chinese support on infrastructure projects comes with "strings attached" yes. Technically, of course, so does support from any large geopolitical power. That's just how geopolitics works in developing nations. The Chinese method is just a little more direct and blunt. But this does not necessarily need to be a project with spiraling costs or an ecological disaster, for that matter. I don't know what you're basing that on. This is no more complex than the pan-American highway. That project was successful with the minor exception of the Darien Gap.

I recommend you to up to date the information about this project that NO LONGER IS AN OPTION. PERU is about to inaugurate a MEGA PORT DESTINED TO BE A HUB for the region,s import & export of goods between South America and China and East Pacific countries. Chile doesn't have a port capable to serve POST PANAMAX Ships and will be forced to use Chancay do they like or not otherwise keep using MANZANILLO OR LONG BEACH ports will be very expensive and lose competitivity.
