“What is that?” “What are they?” “They’re Manatees” I love it when a plan comes together Also they call them Manatees because family guys jokes often just pick two random premises and a punchline and go with it for their cutaway gags. Something like “It’s just like that time that Puerto Rican Hobo taught us how to play bagpipes.” So in the episode the tank is full of joke balls that the manatees pick at random and that’s how the show is written. Around the time of this episode Family Guy had forced shows like King of The Hill off the air to make spin-offs like American Dad and the Cleveland Show and that pissed of a lot of people in the animation business. They just found Family Guy humor mindless and lazy, but at the time it was ubiquitous. This was just them standing up for their industry while simultaneously making a meta commentary on their own network censoring their depiction of the Prophet Muhammad after terroristic threats. The episode went largely unnoticed until a group called Revolution Islam started protesting. Just google Charlie Hebdo if you want to find out more about that topic. The whole episode doesn’t hold up as well others because mainstream culture has largely moved on from both topics.
