At least 17 million people in Southern California are under flood watches as the region faces its 12th atmospheric river of the season. NBC News’ Scott Cohn reports from Los Angeles.

It's nice to have a significant portion of CA out of drought completely. Here in Southern California the fields are incredibly green, snow melt has reinforced both seasonal streams and waterfalls, and the amount of flowers and awakening wildlife is becoming more breath-taking day by day.

You can look at a Satellite picture of what's off the coast, they also said there would be periods of no rain too. If it rains tomorrow guess what it rained for 2 days no where have I heard it is going to rain for 2 days straight.

No, the weather systems that reach California are form across the Pacific ocean thousands of miles away all the way from Hawaii sometimes all the way from near China. The size of area we are talking about is 2x larger then the US it's massive, there is no tool that exists that can do that other than nature. No conspiracy here, just nature doing its thing.

What affects will this have on the years of drought in the western US?

Barely any. Even if most of the reservoirs are filled to 80 to 90% capacity, projections say that at most they will have four years of water. This is not accounting for all of the new development Urban and agricultural that is springing up all across the West. Don't let these heavy rains lull you into a false sense of security that the droughts are over. This is like putting a corn pad size bandaid on the biggest of wounds
