I've heard of anti stealing devices in form of these poles. They receive a special signal from the shop's office. If you move out of the range of the signal with the cart, the tires will get blocked.

In addition to everyone else saying the poles prevent you leaving the store, it’s also handy to hang your clothes on. Hangers are sometimes tricky to hang on a cart and those poles can be useful.

Like others before me it’s to keep the cart in the store. However it also lets the store employees to see the carts if they do make it out side. Most cars will not be able to fit it in. Trucks maybe. Still easy to spot.

Pretty sure the poles on the carts are to prevent people from taking them out of the store and taking them home. My family has been guilty of this ;p I know some stores even have this magnet sensor that locks up the wheels once you pass a certain point. People just like taking them.
