The ice base has two lazer weapons that take out missles and bombs, but not rockets and cannons, however if you hit the near the top of the base atacking rom the back that cant hit bombs with the lazers as its out of their view.

Turns out rockets are horrible in the game, I needed 60 of them to sink the USS Tiny

A rocket is always small made for a decently armored vehicle, the absolute minimum needed to destroy a average sized naval ship is in my opinion a 500 to 1000 pound bomb.
