Presumably because this Soyuz is scheduled to bring back ISS crew members who've been up there a lot longer. There is no urgent need to bring Williams or Wilmore down before the Space X launch is ready to go.

All countries involved in the international space station share the different space flights. When the US launches the next crew dragon it will take one American and one Russian to the ISS.

I think it’s just seat swapping these days. It keeps the crews familiar with both of the crafts they may need to fly in case of an emergency.

Personalised seat, suit and bigger reputation loss if foreign country. All spacecraft seats shape made for comfy landing, while suit is more universal on Soyuz than on SpaceX. So you need 1 Soyuz crew member to take those 2 Starliner astronauts back. But you still need to send another spacecraft to bring other part of crew back, since its rare when ships fly with free seats.
